Notes: This is a command line program that rotates
a bitmap by an arbitrary number of degrees. It currently
only inputs and output 24-bit RGB Windows format bitmaps,
but a version that uses the Translation Kit is in the 
works. An Intel version is also currently available 
(BmpRotate_BeOS_x86.zip).
